4PM Historical Milestones

Year Description
1948 Persatuan Persuratan Pemuda Pemudi Melayu or also known as 4PM was registered under the Registrar of Societies.
The setting up of Serangoon Community School through the dedication of our pioneers like Mr Hanifa S.Kanoo (Founder of 4PM).
1951 Ponggol Malay Welfare Association (Persatuan Kebajikan Melayu Ponggol) was run and administered under the wings of 4PM
1952 A debate competition meant to improve the use of the Malay language among Malay and non-Malay students were held for schools nationwide
1953 4PM ventured further to organize a Malay Oratorical Competition
1956 Poetry recital competition
1957 Malay Youth Leadership Course organized by Singapore Youth Council , the first ever of its kind saw 4PM members playing an instrumental role in its success
1958 Tuition classes were held with the collaboration of Singapore Adult’s Education Council at Kampung Melayu Malay School for students sitting for the Entrance Examination
1961 4PM had its first activity centre at No 285 Jalan Eunos
1962 Quran Reading Competition organized by Social & Welfare Department was first held for students at Sultan Mosque
4PM was granted to permission to have its own flag day
An Art class taught by artist Pak Sawoot was held
1963 4PM gave bursaries to secondary students as a means providing opportunities for students to excel academically. 4PM distributed food ration, courtesy of Catholic Welfare Service to families in mainland and 14 southern islands
4PM opened another branch at Pulau Sudong making the food distribution to the islands around Singapore more efficient
1964 4PM Kindergarten was launched for Malay children
In a Drama Competition organized by Sriwana, 4PM secured four awards with a drama entitled “SIAL BERTUAH” (Blessing in Disguise)
Another branch of 4PM was set-up at Pulau Bukom Kecil with “Dave Clark Five” Competition which showcased the best 5-piece bands in Singapore. Rhythm Boys emerged the winner for the day
1966 In the spirit of gotong royong (community togetherness), 4PM and the people of Kampung Melayu collected donations to the channeled to bursaries for the children of Kampung Melayu
1971 4PM debate series was given a boost when the finals between National Junior College and Sang Nila Utama Secondary School was telecast by Radio and Television Singapore (RTS)
1972 4PM supported national campaigns through its competition in the Anti- Drug Abuse Campaign
Through leadership Training Camp, 4PM succeeded in nurturing youth leaders into community and political leaders
1973 Blood Donation Campaign in conjunction with 4PM’s silver jubilee
1974 The formation of Children’s Club in conjunction with International Year of the Children
1978 Free textbooks were given to children whose families receive financial assistance from 4PM
1984 Due to land developments and upgrading, 4PM moved from a kampong house to a HDB block at 606 Bedok Reservoir Road
1992 4PM and other Malay/Muslim associations gave full support to Tabung Amal Aidilfitri (TAA) as members of the organizing committee
1993 4PM’s debate was given a new look when it was launched during the Malay Language Month (Bulan Bahasa). Eight junior colleges challenged each other’s wits to vie for the prestigious trophy
1994 Launching of Special Assistance Scheme which provides tuition at minimal costs, educational activities for the students and counseling for the parents in supporting the children’s academic pursuits
1995 “UNIVISION”, a leadership training camp, which saw five different self-help bodies coming together to discuss social issues was organized
President 4PM, Mr. Izzuddin Taherally was conferred the Pingat Bakti Masyarakat (PBM), by the President of Singapore.
1996 UNIVISON went regional with participants from ASEAN countries like Thailand and Vietnam
1997 Memorandum of Understanding which marks the launching of 4PM-MENDAKI Family Service Centre was signed between 4PM and MENDAKI.
Residential Seminar – “Singapore Home for the Malays”
1998 Lambaian Aidilfitri – 7 volunteers received their “Volunteer Long Service Award” from the Ministry of Communty Development (MCD)
Bicycle Expedition to Desaru – organized for the first time with participation from 17 volunteers
4PM celebrated her Golden Jubilee at Mandarin Hotel with a Charity Dinner that was graced by Prime Minister Mr Goh Chok Tong. Three Awards were presented during the event – Anugerah Anumerta, Anugerah Bitara and Anugerah Jasa Bakti Gemilang
2 madrasahs for the first time, compete in the annual debate competition, BAHAS.
A new format introduced in this Univision Camp. A mock parliamentary session was conducted where camp participants represented their own constituencies to debate on views on issues raised in the camp
1999 2 Nursery Classes were opened with enrolment of 40 children.
Dian Masyarakat, which documents the history of 4PM was launched.
Concentration Camp 99, a leadership camp for secondary and ITE students was implemented

2001 Youth developmental programme for ITE Malay/Muslim students, bITE, was officially launched br Mr Abdullah Tarmugi, Minister for Community Development and Sports at ITE Dover
A dialogue session with Mr Hawazi Daipi, Parliamentary Secretary Education, was organized by Alumni Bahas 4PM, an alumni set up for former debaters of the 4PM debate series
“Kem Abang Kakak Adik” was organised to foster good relationship between 4PM volunteers and children of 4PM clients
“Kem Dian” was for the first time organized for students under the Student Support Programme (SSP)
Camp Orient, aimed in confidence building was specially conducted for first year ITE students under the bITE programme
Roda Roda Ramadan (Project R3), aimed to help needy families in the spirit of the month of Ramadan was . Volunteers went on “wheels” to distribute food supplies to needy families
2002 Presentation of Awards to volunteers at the Anugerah Aidilfitri
Introduction of Perkampungan Bahas at Bahas 4PM 10th Anniversary and debut of polytechnics debators.
The Inaugural award presentation for top 3 Malay/Muslim students from each ITE and overall Best Students at BESTARI Award presentation.
Signing of MOU with Heartware Network on partnership in youth development and volunteerism as well as promoting cross-cultural and cross-religious understanding
Satay Charity, a fund raising event for the association to subsidize 4PM’s social and welfare assistance programmes
Univision has taken another step forward with participants from different ethnic groups.
2003 4PM work hand in hand with Registry of Muslim Marriages (ROMM) on a campaign to promote positive boy-girl relationship. The campaign “Hubungan Kukuh Masyarakat Utuh” was launched at Hilton Hotel.
In conjunction with the 10th year of Bahas 4PM, a three-day residential seminar was organized at Prince George’s Park Residence, NUS. Madrasah Aljunied Al-Islamiah won the title for the third consecutive time.
NYAA Gold Award was awarded to Mr Mustafa Izzuddin while Mr Khairul Bakhtiar Khamis won the Silver. This is the first time that 4PM volunteers won the award.
2004 Youth delegation visit by Rakan Muda Malaysia. A contingent consisting of 23 youths from the Malaysian’s Anugerah Remaja Perdana (equivalent to NYAA) visited 4PM. Delegation was led by Deputy Director Rakan Muda, Ms Azura Hj Sarbin

4PM received STEP-UP Funding to run project GEMS
2005 Mr Esfan Rizal Rahwom won the Anugerah Bakti Utama at 4PM Tribute to Volunteers. Event was graced by Dr Yaacob Ibrahim, Minister in charge of Water Resources and Minister in charge of Muslim Affairs.
Dialogue session with Dr Yaacob Ibrahim. Dr Yaacob was impressed by 4PM volunteer’s spiritedness towards 4PM that he suggested them to put up an exhibition at the CLF Exhibition.
The first camp, KEM VOYAGE, was organized for secondary students under the P2R/YIA+. Event was graced by Mr Zainudin Nordin, MP for Bishan-Toa Payoh
4PM was among the 15 MMOs to participate in the first CLF exhibition at the Singapore EXPO.
Visit by youth delegation from Adikarsa Nugraha Cestita, Indonesia. The delegation also attended a training session conducted by Executive Head 4PM, Mr. Ismail Hakim and also took part in a joint community service project Project Usrah to clean and paint the 4PM Education Centre
Youth delegation from HE People Republic of China (PRC) paid a courtesy visit to 4PM. Delegation was led by Madam Gu Liping Vice President of the China National Youth Palace Association.

Mr Izzuddin Taherally. President 4PM, was conferred the Anugerah Jasa Bakti from MUIS. Mr Izzuddin Taherally, President 4PM, was also conferred the title of Justice of Peace (JP) by President Nathan on 6 Sept.
2005 Launch of HUBelia@4PM by Mr Zainul Abidin Rasheed, Mayor for NorthEast CDC. HUBelia@4PM is the new drop in centre for youth and clients.
Sehati Sejiwa – a get-together session of senior and junior volunteers.
2006 Ms Rahayu Mahzam was awarded the Anugerah Jasa Bakti at the Sehati Sejiwa tribute to volunteers.
4PM and SMU organized Camp Superskills for 20 students of SSP
4PM was conferred the Singapore Youth Award (Team) – Community and Youth Services, anational honour upon youth and organizations in Singapore whomhave significantly achieved excellencde and contributed widely to society. The ceremony was held at the Istana and presented by Mr Teo Chee Hean, Minister for Defence.
Community Leader’s Forum – 4PM ProjectsCLF-4PM Projects was launched by Dr Yaacob Ibrahim, Minister for Environment & Water Resources (MEWR) at the launch of the Community Leaders’4PM has the highest number of projects under the CLF with a total of 7 Projects.
4PM and MUIS organized the first Youth Engagement Programme (YEP) for ITE students.
NECDC-4PM SOCCERMANIA 2006 – First collaboration between 4PM and NE CDC to promote healthy lifestyle. 20 teams participated in this event.
2007 Piloted 2 mentoring projects –  Mr. Ismail Hakim, Executive Head of 4PM conducted training programme for The International Award for Young People (IAYP) Indonesia. The TRAINING PROGRAMME AND VISIT I and II was conducted from 23 Feb 2007 to 8 March 2007. A total of 6 sessions were conducted at Jakarta, Palembang, Jogyakarta etc with total of 87 participants, consisting of government officials, school heads and other stakeholders.
4PM was awarded the Commonwealth Youth Award – Silver Medal by the Commonwealth Youth Programme Secretariatin recognition of its youth’s contribution to the well being and improvements of the community,
Executive Secretary of 4PM, Mr Mohd Salleh Mohd Salim was selected for an International Visitor Leadership Programme to 3 cities in the United States (Boston-Houston-Seattle) under Project VolVis. This programme was sponsored by the US Embassy in Singapore.

Mr Mohd Hasni Mohd emerged as the winner for the Anugerah Jasa Bakti (Outstanding Volunteer Contribution Award) during our Annual Tribute to Volunteers held at the Asian Civilization Museum.

2009 Pilot programme @ Opera Estate Primary School (OEPS). GLEAMS stands for Groupwork, Lifeskills workshops, Exploring Oneself, Academic Wellness, Mentoring and Sports & Wellness Introduction of Bahas Muhibbah, with participation from regional debators from Malaysian and Brunei Darussalam.  4PM debators participated in regional/global debate competition World University Peace Invitational Debate (WUPID) organized by Yayasan Orator, Malaysia.
ROW 2009 – About 1000 volunteers, 250 families were involved. Event was held at ITE College East. Mass iftar involving close to 1000 people. Launch of Volunteer Portal
2010 FRENZ, a mentoring programme coupled with Casework and Counselling was piloted at ITE College East for ITE first year students. Introduction of Swiss Power Match system to Bahas 4PM competition. With the new system, there was an increase in the number of preliminary matches, where each team would have opportunity to debate in four matches instead of the usual one.

2011 The first Mentoring Conference – Let’s Chat Mentoring, with speakers from various fields – Professor Gabrielle Maranci from National University Singapore on “Stereotyping and Youth Issues”, Mdm Muzaiyanah Hamzah, a well-known Social Worker and President of Clubilya on “Positive Youth Development and Mentoring” and Mr Mohd Johari Mohd Johan, 4PM Board Member on his “Journey as a Mentor”. Participation of Remaja Resilien youths in national event, Earth Hour at Hong Kah North Community Club.
Three band groups from Remaja Resilien performed at National Youth Council YEP Community Service Marathon at Scape, Orchard.

Partnership with Victoria Junior College on their Service Learning Venture for the following projects :

  • Youth Mentoring
  • Cooking Madness with ITE students in the FRENZ programme. The cookies baked from this collaboration was sold to raise funds for Ramadan on Wheels
  • Art from the Heart and Kindergarten Day Camp with 4PM kindergarten children
Volunteer Mr Mohammad Abdul Razak Bin Zulkiflee, represented 4PM at the 16th Singapore-Malaysia Youth Camp.

Visit by students from Myongji University, Korea to know more on 4PM’s outreach to the youths and in working with volunteers. They also met and interacted with ROW 2011 committee members.

Participation on Mr Ahmad Firdaus Rashid, 4PM volunteer in the Belia MABIMS(Mesyuarat Menteri-Menteri Agama Brunei, Indonesia, Malaysia dan Singapura), organised by the Islamic Religious Council (MUIS).

23 clients benefitted from a tour to the Singapore Flyer and watch the Formula 1 race followed by dinner with Mr Teo Ser Luck, Senior Parliamentary Secretary (MCYS) and Mayor for NECDC at Sky Suite 1.

River Valley High School students held a Car Wash for Charity. Proceeds were channeled to Ramadan on Wheels (ROW).

Invitation to tour the USS George Washington, an American nuclear-powered super carrier, the sixth ship in the Nimitz class and the fourth United States Navy ship to be named after George Washington, the first President of the United States. It was built by Newport News Shipbuilding and was commissioned 4 July 1992.
4PM was awarded the People’s Association Community Spirit Awards for her community outreach programme for the low-income families through Ramadan on Wheels project with North East Community Development Council as one of its partners since 2007.
To commemorate the 10th year of Bestari Award, Mr Mohd Johari Mohd Johan and Mr Mohd Hasni Hashim were presented with the Bestari Exemplary Awards by Guest of Honour Mr Heng Swee Kiat, Minister for Education. Both award winners were from ITE, who has shown potential as volunteer leaders in the committees they led in 4PM.

2012 FRENZ graduation, GOH Dr Maliki Exchange visits by UWCSEA Tampines Kindergarten and 4PM Kindergarten. Remaja Resilien, a programme for the youth, planned by the youth, held a Talent Arena Competition with the theme “On Stage Performance Seh!” at Institute of Technical Education College East. GOH : Dr Maliki Osman Cambodia’s first participation in Bahas Muhibbah.Soft launch of Akamedia Bahas. Ms Nurul Maulidah Saion and Ms Siti Zulriah Md Rahmat received the Most Dedicated and Creative Podz Mentor and Most Inspirational Podz Mentor awards by Ministry of Community Development (MCYS) under the Podz Youth Mentoring programme respectively. The first time 4PM mentors was awarded since MCYS introduced the award in 2011.
2013 4PM celebrated her 65th Anniversary Celebration at The Fairmont Singapore. Guest Of Honour was President of Singapore, Dr Tony Tan Keng Yam. The Anugerah Jasa Bakti (Outstanding Contribution Award) was awarded to :

Mr Mohd Ismail Abdul Hakim was awarded the top award, the Anugerah Jasa Bakti Cemerlang.

4PM was awarded the MENDAKI Partnership (Platinum) Award


4PM was conferred the Singapore Youth Award Medal of Commendation (Team) – Community and Youth Services, for its exceptional humanitarian efforts and for cultivating a spirit of volunteerism and leadership among youth. The Malay Youth Literary Association (4PM), which has continued with outstanding community empowerment initiatives after receiving the SYA in 2006, was awarded the Medal of Commendation.

4PM President, Mr Izzuddin Taherally, was awarded the Jasa Cemerlang (Excellent Service) award by the Islamic Religious Council of Singapore (MUIS) for his lifelong achievements and contributions to the community. Mr Izzuddin Taherally has served about four decades in the social service sector and has been President of Malay Youth Literary Association (4PM) for 25 years.
